Competition Profiles
Competition: Morse
Code
Judges: Two
Requirements: 1. Two code devices
2. One stopwatch
Rules: 1. Each team consists of two cadets
2. The message signaled shall consist of five letters in groups of five
non-conforming words, not repeating any letter of the alphabet in any group.
3. The message must be sent in less than four minutes.
4. After the message has been sent and received, the competitors switch roles.
(Each cadet must be able to sent and receive).
Scoring: 1. Highest possible score is fifty points.
2. One point shall be deducted for each missing or incorrect letter.
3. The team with the highest score wins the competition
Competition: Signal
Flag Recognition
Judges: Two
Requirements: 1. One complete flag bag
2. One stopwatch
Rules: 1. A team consists of two cadets.
2. Each cadet will identify by PHONETIC ALPHABET:
a. five letter flags, and
b. Two numeral pennants.
3. Bonus points awarded for identifying five characters in a group.
4. Individual characters and numerals must be identified with in five seconds.
5. The five character word must be identified within twenty seconds.
Scoring: 1. Both competitor's scores will be combined to determine the
teams score.
2. Each character/numeral is worth one point.
3. Failure to identify the character in the allotted time or misidentification
of the character/numeral will result in loss of that point.
4. Bonus points awarded as follows: Character Group Identification with
in...
1 second = 20 points
2 seconds = 19 points
20 seconds = 1 point
5. Individual Score= character/numeral ID + Bonus Points.
** The INTERNATIONAL FLAGS AND PENNANTS as found in the INTERNATIONAL CODE OF
SIGNALS (DMA H/TC Pub. No 102), BASIC MILITARY REQUIREMENTS (NAVEDTRA 10054-F),
and the BLUE JACKETS MANUAL will be used in this competition.**
Competition: Semaphore
Signaling
Judges: Two
Requirements: 1. Two sets of Standard Signal Flags
2. One stopwatch
Rules: 1. Each team consists of two cadets.
2. The two competitors stand fifty feet apart.
3. The message signaled shall consist of five letters in groups of five
non-conforming words, not repeating any letter of the alphabet in any group.
4. The message must be sent in less than two minutes.
5. After the message has been sent and received, the competitors switch roles
(Each cadet must be able to send and receive)
Scoring: 1. The highest possible score is fifty points.

Competition: First Aid
Skills
Judges: Two: One first aid/patient handling, One timekeeper
Requirements: 1. One stokes stretcher with two straps.
2. Splinting and bandaging materials.
3. Fifty yard raceway.
4. One stopwatch.
Rules: 1. Each team consists of four stretcher bearers/medics and one
patient.
2. The patient shall be of comparable weight and size to the stretcher bearers /
medics.
3. Tennis shoes shall be worn by all competitors.
4. a. One the signal from the time judge, the stretcher
bearers / medics will carry the stretcher, head first, along with the splints
and bandages, fifty yards to the patient.
b. Simulated bleeding on the RIGHT
FORE ARM will be stopped by covering the wound with gauze and securing it with
an ace bandage. A simulated fracture to the LEFT LOWER LEG will be
immobilized using rags to secure two boards as a splint.
c. The patient will then be lifted
into the stretcher, and strapped in properly.
d. The team will lift the stretcher
properly - two hands, back straight, knees doing the lifting.
5. Tim stops when the stretcher is lifted clear of the deck.
6. Each team will have two opportunities to compete.
Scoring: 1. Each team's FASTEST time will be recorded.
2. The team with the FASTEST time wins the competition.
3. The following penalties shall apply:
Bandage or
splint applied improperly ... 5 seconds
Patient
assisting rescuers ............... 5 seconds
Improper
securing of patient ............ 5 seconds
Dropping any
part of the stretcher ..... 5 seconds

Competition: Fire
Fighting
Judges: Two: One safety, one time.
Requirements: 1. Two fifty-foot lengths of 1 1/2 inch fire hose.
2. One Navy all purpose nozzle (APN).
3. One hydrant wrench.
4. One 1 1/2 inch spanner wrench.
5. One stopwatch
6. Competition area approximately 30 feet by 150 feet.
Rules: 1. Each team consists of four cadets.
2. On the signal from the time judge, the hoses will be unrolled and coupled.
One end will be attached to the hydrant while the APN is attached to the other.
3. One cadet will man the hydrant as the remaining three man the nozzle.
4. While the nozzle is manned by three cadets, the hose will be charged.
The APN will be opened to the solid stream position and the stream directed at
the target.
5. The APN will be closed and the water secured at the hydrant.
6. The next team to compete will roll the hose in any recognized manner.
Scoring: 1. Time is started upon the signal from the judge and is stopped
when the water stream contacts the target.
2. A fifteen second penalty will be levied for each observed safety violation.
Competition: Honor
Guard
Judges: A minimum of three
Requirements: Honor Guard equipment (provided by each honor guard)
Rules: 1. Honor Guard must follow sequence of the DRILL CARD. A
designated cadet may read the drill card to the Honor Guard Captain without
penalty.
2. Drill must stay within boundaries set by judges.
3. Drill must end at the starting point
4. Utility uniform may be worn. Uniforms will be judged on appearance.
(Neat, clean, shoes and brass shined, etc).

Scoring: 1. Judging begins when the
Honor Guard Captain reports the Honor Guard to the judges.
2. Judging ends when the Honor Guard Captain reports the competition of the
performance to the judges.
3. Each Honor Guard starts with a base of 100 points.
4. Each infraction incurs a penalty of two points, except failing to end at the
starting point or a boundary violation which each incur a penalty of five
points.
Competition: Knot Tying
Judges: Two
Requirements: 1. Knot tying line.
2. Stopwatch
Rules: 1. Each team consists of three cadets.
2. Each team ties the same five knots.
3. The competitor will begin typing the knot on the signal from the judge.
Time begins at the judges signal.
4. Time stops when the line is thrown to the ground.
Knots: The knots for the competition are:
a. Square Knot
b. Single Becket Bend
c. Bowline
d. Round Turn and Two Half Hitches
e. Clove Hitch
Scoring: 1. The two best times for each knot added together will
constitute each team's score.
2. An improperly tied knot incurs a 60 second penalty.
3. The unit with the quickest time wins the team competition.
4. The cadet with the quickest time wins the individual competition.
Note: The purpose of a bowline is to put a temporary eye on the end of
a line; therefore, Bowlines tied using both ends of the competition line will
not be accepted.
Competition: Heaving Line
Judges: Two: one foul line, one distance
Requirements: 1. One heaving line, approximately 85 feet long with an
approximately 1 pound monkey fist
2. Two pylons.
3. One tape measure, minimum 85 feet.
4. Competition area, 20 feet, by 100 feet.
Rules: 1. Each team consists of three cadets.
2. Each cadet has two throws to qualify.
3. The pylons will be set fifteen feet apart from each other at a distance of
thirty feet from the foul line.
Scoring: 1. To qualify, the line must pass between but not touch the
pylons. The cadet may not cross the foul line.
2. The two top individuals throw on each team constitutes that team's score.
3. The team with the highest score (furthers throws) wins the team competition.
Competition: Close Order Drill
Judges: Three
Requirements: 1. Drill area, 150 feet by 150 feet.
2. Drill card
Rules: 1. ALL Cadets brought to the Flagship Competition must compete.
2. Leading Petty Officers will form the unit on direction from the judge, in a
rank formation.
3. LPOs will report to the judges when ready to begin.
4. LPO must remain within the Drill area.
5. LPO must end at same place on field from which it began.

2. A unit's score is the sum of all three judge's score.
3. The Unit Score will be decreased by five points for either a boundary
violation or failure to end at the origin.
Competition: Personnel Inspection
Judges: Three
Rules: 1. ALL cadets brought to the Flagship Competition MUST stand
inspection.
2. Cadets are inspected for military appearance
Scoring: 1. Each discrepancy has a value of one.
2. The unit with the fewest average discrepancies per cadet wins the
competition.
Note: Officers who wish to observe must be in Dress Uniform and shall
be inspected. Discrepancies do not effect unit score.
